Answer: Certainly you may make as many copies as you would like to distribute. It is a sad commentary when we see men taking the unbiblical role of rule over a church though a board of deacons. The Bible clearly teaches congregational rule. The pastor is the shepherd and leader and the Lord's "under shepherd." He serves the congregation and it is the congregation only who has the biblical authority to call or dismiss him. Deacons are only servants appointed to do menial tasks as the congregation directs them. They have no official position accept as the local church appoints them to. Futher, the congregation should not appoint them to usurp authority over the congregation or the pastor as that is against God's word. I am glad the Lord directed you to the article and pray that it will be useful in correcting the problem. However, be aware, once man are elevated to positions of ruling over others...they will fight tooth and nail to keep their position. True men of God however, when shown God's word, will obey the Lord. I hope the later is the case in your church.
Also expect that some will oppose you for standing for God's truth. That is the way it has always been, but when God's people stand for what is God's will...He will bless and give the strength to withstand the opposition. The following verse gives us good instruction as to how we are to handle such matters.
"Watch ye, stand fast in the faith, quit you like men, be strong. Let all your things be done with charity" (1 Corinthians 16:13-14 )
